San Toderna finds itself in a unique position amidst the conflict of the Miracaelian Republic and the Pirate State of Katal. As a neutral-standing City-State in the heart of the Eastern Corridor, we must uphold our sovereignty and maritime-laws within its territory. As is known, the San Todernan Territorial Waters completely cover the end of the Eastern Corridor and open at the mouth of the Eastern Sea. Our strategic position puts us at risk if either party’s vessels encounter each other within our territory. Should this happenstance occur, The Messina Company will intervene with the use of force.
The City-State of San Toderna believes that the war between Miracaelia and Katal represents a massive decline of both regional stability and regional cooperation. The escalation of these conflicts has destabilized the entire Northern Region of the Midtime Sea. Maritime Security has reached an all time low as trade routes are frequently disrupted and maritime commerce is left exposed to possible assaults. Encounters between independent commercial vessels and naval warships only continue to grow as more battles occur in the Midtime Sea. With the recent assault upon Miracaelia’s harbor, we find it foul that the harbor and city be bombarded indiscriminately with San Toderna trading vessels at port. Not only does this pose a threat to San Todernan interests and citizens, but to the rest of the world’s.

San Toderna recognizes the grievances of the Miracaelian Republic and stands by them. The City-State of San Toderna condemns the use of unprovoked violence in international waters and condemns the kidnapping and enslavement of another state’s citizens. The debauchery committed by both parties however can not go unnoticed with indiscriminate Miracaelian aggression in the Midtime Sea reaching a recent peak. The Government of San Toderna hereby advocates for a temporary ceasefire between the two parties effective immediately.
We, the City-State of San Toderna, offer to host negotiations in our capital to assure no foul play may be used. Should both parties accept, they may send a delegate or bird to set up a time, place and rules so that proper negotiations may begin.
As of this posting, the City-State of San Toderna extends its hand to those who may require humanitarian assistance from the recent assault upon Miracaelia’s harbor. The Government of San Toderna will be offering temporary housing, medical treatment, temporary employment and protection from outside threats. As a neutral party we stand by our beliefs for the protection of civilian populations and the promotion of human rights in the Midtime Sea and during war time.
To those that may seek asylum in our city:
Any Citizen or Soldier that arrives at San Toderna will be welcomed, and stripped of their weapons upon arrival.
Each Citizen or Soldier will be treated case by case with what they need and if they may receive their weapons back.
Any High Ranking Official of either party may be temporarily detained or sent back to their Country of Origin at the Crown-Governor’s discretion.
